Curriculum Adoption Toolkits

Advancing Equity for Multilingual Learners

80% of teachers say their instructional materials don’t adequately support multilingual learners. Yet research shows that high-quality curriculum, paired with curriculum-based professional learning, can significantly improve student outcomes.

The English Learners Success Forum (ELSF) created the Curriculum Adoption Toolkits to help education leaders, district administrators, curriculum committees, and school boards select and implement high-quality instructional materials (HQIM) that are inclusive and linguistically responsive.

This step-by-step resource ensures multilingual learners (MLLs) are considered at every stage of the adoption process. Unlike other adoption tools, ELSF’s toolkit centers the needs of multilingual learners while aligning with state learning standards. Whether you’re just getting started or deep into your process, the toolkit offers practical guidance and downloadable tools you can adapt to your district’s context.

Who is it for?

Anyone who makes or influences decisions about curriculum adoption, including:

  • School district leaders
  • County office of education leaders
  • Curriculum adoption committees
  • School Board members

The toolkit was created with California in mind but can be adapted for use in any state.

Why use it?

To improve instructional quality and equity for multilingual learners, and to ensure a more inclusive, research-informed curriculum adoption process.

High-quality instructional materials are a lever for change. Investing in strong materials and supporting teachers in their effective use can:

  • Enhance classroom learning and student outcomes
  • Reduce the need for disconnected “add-on” interventions
  • Ensure multilingual learners access rigorous, grade-level content that builds both language and academic skills

How to use the Toolkit?

  1. Review the overview to identify the sections most relevant to your district’s current stage.
  2. Download tools and resources aligned with your needs. Most are in PDF format and can be copied or adapted into your district’s preferred format.
  3. Start with “Making the Case if you need to build awareness and advocate for inclusive practices. These resources will help you engage colleagues, leadership teams, and school boards in understanding the importance of adopting materials that serve all learners equitably.
