How We Support Texas Education Leaders
ELSF partners with districts to select, plan, and implement high-quality instructional materials aligned to the TEKS and ELPS that meaningfully support Emergent Bilinguals (EB).

The Challenge
Texas now educates the largest number of multilingual learners in the country, representing nearly 24% of the state’s student population. At the same time, Texas’s curriculum adoption process has undergone a major transition.
Given the scale and urgency of these changes, many education leaders may be looking for clear guidance and practical support for EBs. ELSF is here to help.
How We Help
ELSF is a coalition of educators, researchers, and advocates working to ensure Emergent Bilinguals have access to high-quality, TEKS-aligned instructional materials that reflect their linguistic and cultural assets. We empower local leaders to develop a more concrete and intentional approach to their curriculum selection process.
1. Demand that multilingual learners are intentionally reflected in every material under review, whether math or ELA/ELD/SLA. ELSF's resources can help.
2. Build clarity on what high-quality, MLL-inclusive materials actually look like. ELSF's Materials Must-Haves can help.
Outcomes
The real work and the real opportunity lie at the district and campus levels. It is here that we support leaders to ensure the needs of Emergent Bilinguals are intentionally and explicitly considered.
